In April 2015 The National Energy Administration asked a number of institutions to assist in the preparation of the next five-year plan on renewable energy.
The preparation plan was launched in a directive on 13 April (G.N.Z.X.N.  No. 177) with the purpose of promoting a sustainable and healthy development of the renewable energy industry during “Thirteenth Five-Year” with due consideration for energy and electricity plans as well as special plans for hydroelectric power, wind power, solar energy and biomass energy according to the Renewable Energy Law and the “Thirteenth Five-Year Plan” from the National Energy Administration (NEA).
The directive emphasises the significance of preparing a plan, sets forth the focal points of the preparation work and specifies the major tasks while pointing out the schedule and requirements concerning the prepation. Lastly, the directive brings forward the specific subjects and division of labour for the “Thirteenth Five-Year” Plan of renewable energy.
According to the division of labour, China National Renewable Energy Centre (CNREC) is a central contributor to the plan. Among the five specific subjects and twelve tasks, CNREC will directly lead eight and participate in all tasks.
The preparation is divided into four steps:
1) Before end the of June 2015 draft plans should be developed on the local level. On the national level, research on special topics should be reported.
2) Based on these draft plans and research reports, a draft national plan should be prepared before the end of September 2015 for commenting and feed-back.
3) A final national plan should be concluded by the end of December, based on the input and feed-back from the hearing of the draft plan.
4) The final local plans will be prepared early 2016 and submitted to the National Energy Administration for approval.
